Agriculture Commissioner Ryan Quarles

Ryan Quarles grew up on his family’s farm in Scott County, with a family that has lived in central Kentucky for over 200 years.   Mr. Quarles completed three undergraduate majors and two graduate degrees in just four years at the University of Kentucky, graduating in 2006.

In 2008, Harvard University awarded Mr. Quarles a full scholarship on the Zuckerman fellowship, which enabled him to continue his studies at the Harvard graduate school of education, the Kennedy school of government and Harvard law school.

In 2009 he graduated from Harvard with a master’s degree in higher education before moving back to Kentucky to finish his last year of law school.  Returning to Kentucky Mr. Quarles was elected to the Kentucky general assembly in 2010, representing Scott, Owen and Fayette counties.

Mr. Quarles has served as the vice-chairman of the house judiciary committee, and served on the agriculture committee, the tobacco master settlement oversight committee, and the banking and insurance committee.

Mr. Quarles continues to help on the family farm in Scott County.  However now, Mr. Quarles is embarking on a new course – that of Kentucky’s newly-elected commissioner of agriculture.  Ladies and gentlemen, please welcome commissioner-elect, Ryan Quarles.

Bryan Fraley, DVM & Cage Cruise, DVM

Dr. Bryan Fraley has been proudly affiliated with the Hagyard Equine Medical Institute since 2009.  Bryan was born in Central Kentucky but was raised on a commercial cattle ranch in Western Colorado.  He started shoeing his own ranch horses at the age of 15 which quickly morphed into a fulltime shoeing business.  He received his DVM from Colorado State University in 2004.  Following an internship and employment at a large referral Equine hospital, he established Fraley Equine Podiatry.  He and his team have been providing quality podiatry care nationally and internationally since 2009.  Fraley Equine Podiatry has grown from just Bryan and his bookkeeper/mother to 11 talented and dedicated employees in only 5 years.  Bryan especially enjoys treating Thoroughbred broodmares with foot problems as they often become long term patients.  He gets a great deal of satisfaction seeing their new foals go on to become successful racehorses.  Bryan is actively involved in the racing industry and can be found most Saturday mornings watching one of his horses work at the training center.  In late August he and his wife Peden had their first child Adeline.  Lately he is enjoying traveling less and spending time with Peden and Addie.


Cage CruiseDr. Cruise was born and raised in southern Mississippi, and later went on to attend both undergraduate and veterinary school at Mississippi State University.  He also attended Oklahoma Horseshoeing School after his freshman year at MSU. He went on to receive his Certified Farrier accreditation from the American Farrier’s Association during his senior year of veterinary school. After graduating in 2013 from MSU’s College of Veterinary Science he took an associate position with Southern Equine Associates in Pilot Point, TX. Dr. Cruise joined the team at Fraley Equine Podiatry in June, 2014. He has a special interest in sport horses, western performance horses and laminitis. He enjoys team roping and working his Catahoula dogs.

Dr. Dionne Benson

Dionne Benson RMTC Executive Director and Chief Operating Officer Dr. Dionne Benson assumed her position at the RMTC in July 2012. Dr. Benson provides administrative oversight of RMTC-funded research projects, the implementation of world-class laboratory drug testing standards, and the development and promotion of uniform medication rules, policies and guidelines.

A native of the Twin Cities area of Minnesota, Dr. Benson completed a veterinary internship at the acclaimed Rood and Riddle Equine Hospital in Lexington, Ky., prior to her role at the RMTC. As a veterinary intern, Dr. Benson rotated through the areas of surgery, anesthesia and medicine, and was responsible for primary patient care. Dr. Benson also completed a summer research project under Dr. Troy Trumble at the University of Minnesota, in which she designed and executed a clinical study on peri-neural and intra-articular joint blocks.

In addition, Dr. Benson has worked as a veterinary assistant to Dr. V. Don Newcomb at Canterbury Park and as a detention barn technician for the Minnesota State Veterinarian’s office.
Prior to her veterinary medicine pursuits, Dr. Benson practiced law for eight years, serving as an adjunct faculty member at the William Mitchell College of Law, and as an attorney for the National Arbitration Forum and at Larkin, Hoffman, Daly and Lindgren, Ltd. in Minneapolis, Minn.

Dr. Benson received her B.S. and D.V.M. from the University of Minnesota, and J.D. from the William Mitchell College of Law.

Dr. Benson has garnered many awards, scholarships and grants, including the ACVS Foundation Student Surgical Proficiency Award for Excellence in Large Animal Surgery (April 2011), Bayer Healthcare Legend Award in Equine Medicine (April 2011), Julie Hanzlik Memorial Scholarship (April 2011), American Livestock / Hiscox Insurance Company / AAEP Scholarship (December 2010), Winner’s Circle Scholarship (April 2010), and the Morris Animal Foundation Summer Student Research Grant Recipient (June 2009).
